Project 10. Planning of the second Phase of the Programme

Background and justification

The SADC region has serious and complex OSH issues to attend to. These issues will take long-term and sustained efforts before occupational safety and health are improved significantly. This Programme is therefore viewed over three Phases of four years each totally lasting 12 years.

The first Phase will make positive interventions in key sectors (Project 7,8 and 9), but will also build a foundation for future planning by gathering the necessary information (Project 3) and by building political will for action through advocacy and public awareness of the benefits of healthy work (Project 6). Also the basis of professionals within OSH will be much wider through traning activities (Project 4). These first Phase projects of the Programme will build momentum on OSH issues likely to be sufficient to attract the interest of other donors.

Because occupational safety and health is the domain of employers and employees and requires technical skills, Phase II of the Programme will need to be planned with the social partners supported by professional who know the region, and by public servants and others who will contribute to project implementation.

Objective

A plan for the second Phase (year 5 ? 8) of the Programme approved by all involved partners, to be sent to Sida and additional sponsors.

Indicator for the objective?s attainment

A written plan including project descriptions with LFAs and budgets is agreed upon by SADC, Steering Committee, Resource complexes, employers and employees? organisations, and other stakeholders.

Activities

  • Regional program director (RPD) prepares a draft report from the first three years of the first Phase including evaluations of the projects (obstacles, failures, achievements, costs and benefits) before end of year three
  • The Committee of Directors holds a planning meeting at the end of year three or beginning of year four, analysing the draft report
  • Based upon the outcome of this meeting a draft proposal of a Programme for the second Phase is prepared by RPD in consultation with SADC, NIWL and SNIPH
  • SADC invites delegates for a multistakeholders workshop where a plan for the second Phase will be discussed and agreed upon
